Provides long-term, fixed-rate, low-interest loans to businesses willing to commit to create new jobs or preserve existing employment opportunities in the state of Ohio. Businesses that are engaged in, but not limited to, manufacturing, research and development and distribution are eligible. Retail projects are ineligible.

Provides grants for Asbestos Surveys and Phase II Environmental Assessment activities for properties located in eligible areas.

 

Clean Ohio Revitalization Fund

Provides funding for brownfield clean up activities, which are a key component in brownfield redevelopment. Brownfield redevelopment allows a community to reclaim and improve its lands, making previously developed property viable for new development.

Provides grant funds to specifically develop the infrastructure for collection, and processing of materials, and strengthening of recycling markets for end-products.

 

Community Development Program

Provides funding to Ohio's non-entitlement counties and cities for housing rehabilitation, economic development and public works improvements that meet federal and state objectives to benefit low- and moderate-income persons and/or eliminate blighted areas. The program also includes a set-aside of funds, to be distributed on a competitive basis to eligible communities, to complete public facility improvements in targeted areas of distress.

 

Community Reinvestment Area Program

Provides local real property tax incentives for residents and businesses that invest in designated areas in Ohio. Incentives are available for residential, commercial, and/or industrial projects involving remodeling or new construction. The local legislative authority establishes rates and terms for incentives, and approves commercial and industrial project agreements.

Advanced Energy Fund Program

Incentivizes installation of solar electric, solar hot water and/or wind energy systems for all non-residential customer classes, including agricultural, commercial, industrial, institutional, governmental, and non-profit. Provides linked deposits to facilitate interest rate reductions on bank loans for eligible projects that upgrade building shells and mechanical and electrical systems to exceed the minimum energy efficiency standards required by the State Energy Code.

Infectious Waste Management Program (Regulatory)

Addresses the siting, design, environmental monitoring, operation, financial assurance, and closure of treatment facilities, the use of approved treatment technologies, transporter registration and handling requirements, generator registration, infectious waste packaging requirements, and use of shipping papers.

 

Litter Clean Up Grant

Manufacturing Machinery & Equipment Sales Tax Exemption

(Financial Assistance: Taxes)

Exempts business from entire state and county sales tax for purchases of machinery and equipment used primarily for manufacturing, including machinery, equipment, supplies, and fuel used primarily in a manufacturing operation to produce tangible personal property for sales.

 

Minority Direct Loan Program

Provides fixed rate, low interest loans to state-certified minority-owned businesses for the purchase or improvement of fixed assets. Company must be an Ohio minority business enterprise creating or retaining jobs and purchasing, constructing or renovating land, buildings or equipment.

 

Minority Business Assistance Centers

Helps businesses develop business and marketing plans, feasibility studies, accounting, loan packages and state and local contract procurement opportunities. Existing and startup businesses that are 51% or more owned and controlled by African American, Hispanic, Native American or Asian American are eligible for assistance.

 

Ohio Capital Access Program

Designed to help financial institutions lend funds to small businesses that may not meet conventional underwriting criteria. To do this, unique loan “guarantee” reserve accounts are established at participating CAP lenders; the lenders use these reserve accounts to recover losses on loans enrolled in the CAP. All Ohio small businesses with under $10 million in sales that are creating and/or retaining jobs.

 

Ohio Enterprise Bond Fund

Provides long-term, fixed-rate, one-stop project financing for qualifying businesses that create or retain jobs in the state of Ohio. Enables large and small credit-worthy businesses access to capital at costs comparable to those of rated multi-national corporations. Businesses that are engaged in, but not limited to, manufacturing, research and development and distribution. Retail projects are ineligible.

 

Ohio Job Creation Tax Credit

Refundable state franchise or income tax credits that minimize expenditures to encourage business expansions and/or relocations in Ohio. Business must create at least 25 new full-time positions at a facility in Ohio and pay a minimum of 150 percent of the federal minimum wage (in certain circumstances, as few as 10 new full-time positions may be eligible). The tax credit must be a major factor in the company's decision.

 

Ohio Job Retention Tax Credit

Nonrefundable corporate franchise or state income tax credits of up to 75% to minimize the costs of maintaining an operation in the state. The company's project must involve a significant investment in Ohio facilities engaging in either manufacturing or significant corporate administrative functions. Businesses that currently employ at least 1,000 full-time employees and make an investment of at least $20-50 million may be eligible.

 

Ohio New Markets Tax Credit

Helps to finance business investments in low-income communities by providing investors with state tax credits in exchange for delivering below-market-rate investment options to Ohio businesses. Investors receive a 39% tax credit spread over seven years if they make an investment in a qualified low-income community business..

Private Industrial Revenue Bonds

Allows companies to sell tax-exempt bonds. The program is designed to make financing available to industries for their environmental infrastructure that is at a lower cost.

 

Research and Development Investment Loan Fund

Provides funding for capital purchases for private-sector R&D investments that will create high-wage jobs.

 

Research and Development Sales Tax Exemption (Financial Assistance: Taxes)

Provides exemption from entire state and county sales tax for purchases of machinery and equipment used primarily for research and development. Seven percent is applied against a company’s corporate franchise tax.

 

Research and Development Investment Tax Credit (Financial Assistance: Taxes)

Provides a nonrefundable credit against the Commercial Activity Tax (CAT). In order to qualify, the taxpaying Corporation must invest in "Qualified Research Expenses", as defined in Section 41 of the Internal Revenue Code. Ohio Vacant Facilities Fund

Leverages private investment and payroll within existing communities and assists small and large businesses improve and equip business sites for job creation.

 

Roadwork Assistance (629) Program

Provides grant funds for public roadway improvements, including engineering and design costs. This fund is available for projects primarily involving manufacturing, R&D, high technology, corporate headquarters, and distribution activity. Scrap Tire Grant

Provides financial assistance to convert manufacturing operations to accept scrap tire material as feedstock, expand tire processing, utilize scrap tire material in civil engineering projects, and/or develop recycling related technology for scrap tire material.

 

Solid Waste Disposal Program

Ohio Water Development Authority

Provides market rate loans to local governments that are making improvements to their solid waste infrastructure. The program is designed to make financing available to local governments for their solid waste infrastructure that is at a low cost and with a process that is relatively easy to complete.

 

State Air Quality Implementation Plan

Storm Water Program (Regulatory)

Minimizes the contamination of storm water discharges and its impact to surface waters of Ohio.

 

Technology Investment Tax Credit

Provides Ohio tax credits to equity investors investing in qualified technology businesses focused on research and development, technology transfer, biotechnology, information technology and the application of new technologies. Qualifying businesses must have less than $2.5 million in gross revenue or net book value in the last fiscal year. At least 50 percent of the employees and assets of the business must be in Ohio.

 

Alternative Storm Water Infrastructure Loan Program (Financial Assistance: Loans)

Provides below-market-rate loans for the construction of water development projects (including private or publicly-owned infrastructure) as part of economic development projects. The alternative stormwater infrastructure must utilize or incorporate sustainable practices such as bioswales, green roofs, constructed wetlands, and rain gardens.
